You'll find them attached to tripods or custom fitted to the backside of vans that sit along the side of the road, or you'll find them attached to a pole at major intersections in most large cities worldwide. If you watch them long enough you are guaranteed to see a flash which means someone just lost some cash. These photo cameras are used to capture red light runners and/or speeders and have become a huge money maker for the cities who allow them and the private companies who install, maintain them, calibrate them and ultimately collect the money for those who they fine. Is the concept of fining those people who constantly speed or the unsafe practice of running red lights a good idea....of course it is. What is the major concern of people worldwide is that private companies (i.e. Lockheed Martin owns and maintains the cameras in many western US cities) are in control of the calibrating of the radar/laser which triggers the cameras and the processing of the fines. Its doubtful that these companies are flashing your picture because they are truly concerned with your safety as much as they are with obtaining your hard earned cash. Also profiting are the cities where the cameras are installed and in some instances are making thousands of dollars a day just from the busier intersections. The problem comes when some of these cities actually reduce the time interval of the yellow light in an attempt to further secure more fines.

In fact, there was a case in Baltimore where the interval between the yellow and red lights were actually reduced at the time when they installed a red-light camera at that intersection. In some instances a yellow light that is too short is what catches us by surprise at a point where its too late to properly react to the short yellow causing us to get our picture taken and sent to us in the mail.
